In short: The intended use, the definition of value you need (or the policy wording), the date the value should apply to, any deadline, and whatever records and photographs exist. I reply with a written scope and quote by email.

Tell me who the client is and who may rely on the report. The engagement letter names the intended users and carries my independence and conflict-of-interest disclosures, so you can check them before anything is written.
